如何为在中国出生的儿童申请第一张旅行许可证或签证

　　Pleasepayattentiontothefollowingcontentswhenhandlingthefirstcertificateofachild（borninChina）。
　　办理儿童（出生在中国的）第一次证件，请注意以下有关内容。
　　I。Conditionsforhandlingaffairs
　　一、办事的条件
　　1。Bothparentsareforeigners；
　　1。父母双方均为外国人；
　　2。OneparentisaChinesecitizenandhasregisteredresidenceinthiscity。
　　2。父母一方为中国公民且具有本市户籍。
　　II。Procedures
　　二、办事的手续
　　（i）Applicationforforeignvisaorresidencecertificateifbothparentsareforeigners：
　　（一）父母双方均为外国人的申请外国人签证或居留证件：
　　1。Submittheoriginalandcopyofparentspassport；
　　1。提交父母护照原件及复印件；
　　2。SubmittheoriginalandcopyofthechildsbirthmedicalcertificateinChina（includingtheduplicatepage）；
　　2。提交儿童在中国的出生医学证明（包括副页）原件及复印件；
　　3。Originalandphotocopyofchildrensvalidforeignpassport；
　　3。儿童有效外国护照原件及复印件；
　　4。IftheparentworksinShanghai，submittheoriginalapplicationmaterialsoftheworkunit；
　　4。如父或母在沪工作的，提交工作单位申请材料原件；
　　5。SubmitthecompletedAlienVisaApplicationFormandarecent2inchhalflengthfullfacebareheadedphoto；
　　5。提交填写完整的《外国人签证证件申请表》、一张近期2寸半身正面免冠照片；
　　6。Theparentsmarriagecertificate（canbeissuedbytherelevantcivilaffairs，health，publicsecurityandothergovernmentauthorities，notarydepartmentsortheembassy（consulate）ofthecountrytowhichtheybelong，issuedbyforeigninstitutions，mustbecertifiedbyourembassy（consulate）abroad，andnonChineseonesneedtobeprovidedwithaChinesetranslationissuedbyadomesticqualifiedtranslationagency）；
　　6。父母的结婚证书（可由相关的民政、卫生、公安等政府主管部门、公证部门或所属国驻华使（领）馆出具，系国外机构出具的，须经我驻外使（领）馆认证，非中文的需提供国内有翻译资质机构出具的中文翻译件）；
　　Suchchildrenmustcometoapplyforaforeignervisaorresidencepermitwithin60daysafterbirth。
　　此类儿童须在出生后六十天内前来申请办理外国人签证或外国人居留证件手续。
　　（ii）IfoneoftheparentsisaChinesecitizenandhastheregisteredresidenceofthiscity，theycanapplyfortheExitEntryPermitofthePeoplesRepublicofChina
　　（二）父母一方为中国公民且具有本市户籍的，可申请《中华人民共和国出入境通行证》
　　1。Submittheoriginalandcopyofthechildsbirthmedicalcertificate（includingtheattachedpage）；
　　1。提交儿童的出生医学证明（包括附页）原件及复印件；
　　2。Theoriginalandphotocopyofthechildsforeignpassport；
　　2。儿童的外国护照原件及复印件；
　　3。Valididentificationofparents；
　　3。父母的有效身份证明；
　　Chinesefather（mother）：submittheoriginalandcopyofthecitysresidentIDcardandthecityshouseholdregister；
　　中国籍父（母）：提交本市居民身份证、本市户口簿原件及复印件；
　　Foreignfather（mother）：submitavalidforeignpassport（iftheoriginalisChinese，theoriginalandcopyoftheregisteredresidenceregistrationcancellationcertificatemustalsobeprovidedforthosewholaterjointheforeignregister）；
　　外国籍父（母）：提交有效外国护照（如原为中国籍，之后加入外国籍的还须提供户籍注销证明原件及复印件）；
　　4。Theparentsmarriagecertificate（canbeissuedbytherelevantcivilaffairs，health，publicsecurityandothergovernmentauthorities，notarydepartmentsortheembassy（consulate）ofthecountrytowhichtheybelong，issuedbyforeigninstitutions，mustbecertifiedbyourembassy（consulate）abroad，andnonChineseonesneedtobeprovidedwithaChinesetranslationissuedbyadomesticqualifiedtranslationagency）；Forthosewhohavechildrenbeforemarriageorhavechildrenbeforemarriage，theparentchildidentificationreportofthechildanditsparentsissuedbyChinasjudicialidentificationagencymustbeprovided；
　　4。父母的结婚证书（可由相关的民政、卫生、公安等政府主管部门、公证部门或所属国驻华使（领）馆出具，系国外机构出具的，须经我驻外使（领）馆认证，非中文的需提供国内有翻译资质机构出具的中文翻译件）；未婚先育的或先育后婚的，须提供我国司法鉴定机构出具的该儿童与父母亲子鉴定报告；
　　5。SubmitthecompletedApplicationFormfortheCertificateofEntryandExitPassofthePeoplesRepublicofChina，andthreehalflengthfulllength，bareheadedcolorphotoswithasmoothfaceof2inches（4833MM）onawhitebackground。
　　5。提交填写完整的《办理
　　Theproceduresforsuchchildrenmustbehandledbybothparents。
　　此类儿童的手续须由其父母双方来办理。
　　Note：Iftheexitandentryadministrationofthepublicsecurityorgandeemsitnecessarytointerviewtheapplicantorrequesttosubmitothersupplementarymaterials，andfailstoaccepttheintervieworsubmitthematerialswithintheagreedtime，exceptforthereasonsofforcemajeure，itshallbedeemedtobecancelled。
　　注：公安机关出入境管理机构认为必要时需要面谈申请人，或要求提交其它补充材料，除不可抗力的原因外，未在约定时间内接受面谈或提交材料的，视为撤销办理。
